How It Works?

The Rural Entrepreneur process involves the following steps:

Step 1
Submit Expression of Interest (EOI)

Assess your eligibility and submit an online Expression of Interest outlining your business experience, net worth, language ability, and proposed business plan for Manitoba.

Step 2
Receive Invitation to Apply (ITA)

If your profile is selected, Manitoba issues an Invitation to Apply. You then submit a complete application along with detailed business and financial documents.

Step 3
Start & Operate Your Business in Manitoba

After approval, receive a Letter of Support, apply for a work permit, move to Manitoba, establish or purchase a business, and manage operations.

Step 4
Get Provincial Nomination & Apply for PR

After meeting business requirements, Manitoba nominates you, allowing you to apply for Canadian Permanent Residency through Immigration, Refugees and Citizenship Canada.

Eligibility

  • Minimum net worth of CAD 350,000
  • Minimum investment of CAD 150,000 in eligible rural businesses
  • Minimum 2–3 years of business ownership or management experience
  • Commitment to actively manage and operate the business in a rural Manitoba community
  • Must intend to reside in the community and contribute to its economy

The Manitoba Business Entrepreneur Stream is part of the Manitoba Provincial Nominee Program (MPNP) that allows experienced business owners and senior managers to immigrate to Manitoba by starting or purchasing and actively managing a business in the province.

The minimum investment generally starts from CAD 150,000 for businesses located outside the Manitoba Capital Region and CAD 250,000 for businesses within the Capital Region, depending on the business type and location.

No. Manitoba no longer requires a refundable or non-refundable government deposit for the Business Entrepreneur Stream.

Yes. A business research visit to Manitoba is strongly recommended and often required before submitting an Expression of Interest (EOI), to understand the local market and business environment.

Applicants must demonstrate a minimum language proficiency of CLB 5 in English or French through an approved language test.

Processing times vary, but most applicants can expect to receive provincial nomination within 12–24 months, followed by federal permanent residence processing with IRCC.
